The word “razvodit” in Russian has several meanings. Here the authors have created a pun by combining its two meanings—“to breed” and “dilute.” The bureaucrats are diluting ink with water when writing about breeding sturgeons in their report on pollution control; thus the reader understands that they are falsifying the report."
