Kennedy <br /> <br /> Age, economic, educational, ethnic, gender and racial diversity are important issues playing out at every level of the civic sphere. Changes in demographic characteristics of populations necessitate appropriate diversification in the public service workforce in order to build a more egalitarian society. Wherever possible, administrators in every public organization responsible for the delivery of public goods and services should ideally reflect the composition of the populations that they serve. The same applies to firefighters, and law enforcement officers and other front-line employees in the public service such as nurses, teachers, and public transportation employees.<br /> <br />Reflecting the diversity of the population in the public workforce communicates to the public that their interests are being understood because people very much like them will be the ones assisting and interacting with them regarding their concerns and applications for public service. There is a general belief that people feel most comfortable with people just like themselves and expect to be better understood by their own kind.<br /> <br />Another important reason for diversity in public service is that it imports diverse perspectives on issues and therefore diverse approaches to problem solving and conflict resolution. Diversity in public service also fosters collaboration and cooperation across the different groups that comprise the population.

From Wikipedia: Commander Abuhena Saifulislam is a Bangladeshi-American who is the first Muslim Naval Officer appointed as an imam chaplain serving with units in the Marine Corps. After obtaining citizenship, Saiful launched his drive to become an imam in the United States Navy Chaplain Corps, which provides chaplains to the United States Navy and Marine Corps. Saiful attended a course for chaplains serving with the Marine Corps, organized jointly by the Defense Department and the Graduate School of Islamic and Social Sciences in Leesburg, Virginia. He studied for two years to complete the course. In 1998, he took the opportunity of the process of recruiting Navy chaplains and was commissioned in the same rank in 1999. After commissioning, the Navy assigned him to the United States Marine Corps as the first Muslim chaplain to serve with the United States Marine Corps. In this position his main task is to teach about Islam so that an understanding of the religion is built up across the US military. On his appointment as a Muslim chaplain, Saiful said, "When I found out that they were looking for Muslim chaplains, I wanted to become one. I was already involved in religious activities inside the Pentagon (Defense Department headquarters), establishing Friday services and other such things. In the Navy his rank is Commander and he is known as Chaplain Saif.

Throughout history, every organized society had some form of government. In free societies, the goals of government have been to protect individual freedoms and to promote the well-being of society as a whole. <br /><br />To meet their expenses, government needs income, called "revenue," which it raises through taxes. In our country, governments levy several different types of taxes on individuals and businesses. The Federal Government relies mainly on income taxes for its revenue. State governments depend on both income and sales taxes. Most county and city governments use property taxes to raise their revenue. <br /><br />The origin of income tax on individuals is generally cited as the passage of the 16th Amendment, passed by Congress on July 2, 1909, and ratified February 3, 1913; however, its history actually goes back even further. During the Civil War Congress passed the Revenue Act of 1861 which included a tax on personal incomes to help pay war expenses. The tax was repealed ten years later. However, in 1894 Congress enacted a flat rate Federal income tax, which was ruled unconstitutional the following year by the U.S. Supreme Court because it was a direct tax not apportioned according to the population of each state. The 16th amendment, ratified in 1913, removed this objection by allowing the Federal government to tax the income of individuals without regard to the population of each State. <p><strong><em>More than 80 percent of Americans now recognize the ENERGY STAR label. American families and businesses have saved a total of nearly $230 billion on utility bills and prevented more than 1.7 billion metric tons of greenhouse gas emissions with help from ENERGY STAR.</em></strong></p>

<p>ENERGY STAR is a U.S. Environmental Protection Agency (EPA) voluntary program that helps businesses and individuals save money and protect our climate through superior energy efficiency.</p>
<p>The ENERGY STAR program was established by EPA in 1992, under the authority of the Clean Air Act Section 103(g). Section103(g) of the Clean Air Act directs the Administrator to <em>"conduct a basic engineering research and technology program to develop, evaluate, and demonstrate non–regulatory strategies and technologies for reducing air pollution."</em> In 2005, Congress enacted the Energy Policy Act.</p>
Section 131 of the Act amends Section 324 (42 USC 6294) of the Energy Policy and Conservation Act, and <em>"established at the Department of Energy and the Environmental Protection Agency a voluntary program to identify and promote energy–efficient products and buildings in order to reduce energy consumption, improve energy security, and reduce pollution through voluntary labeling of or other forms of communication about products and buildings that meet the highest energy efficiency standards."</em>

<p>During the First Congress of the United States, after gaining its independence from Britain, twelve amendments to the new constitution were proposed (1789). Ten of those amendments were ratified and these constitute The U.S. Bill of Rights (1791). Proponent of this document argued that it provided greater clarity regarding individual rights espoused in the U.S. Constitution (1787) and would contribute to ensuring acceptance of the new constitution.</p>

An account of the resource
The Declaration of Independence was drafted by Thomas Jefferson (1776) and is considered to be the most cherished symbol of liberty of the United States. Here, in exalted and unforgettable phrases, Jefferson expressed the convictions in the minds and hearts of the people. The political philosophy of the Declaration was not new; its ideals of individual liberty had already been expressed by John Locke and other philosophers. Jefferson summarized this philosophy in "self-evident truths" and set forth a list of grievances against the King in order to justify before the world the breaking of ties between the colonies and Britain.

World War II era poster of a smiling soldier and nurse.<br /> <br />Supporting America’s troops was the first mission of the USO. In 1941, as it became clear that the nation was heading into World War II, several organizations mobilized to support the growing U.S. military: the Salvation Army, Young Men’s Christian Association, Young Women’s Christian Association, National Catholic Community Services, National Travelers Aid Association and the National Jewish Welfare Board.<br /> <br />President Franklin D. Roosevelt created synergy among these agencies by forming the United Service Organizations, with the objective of providing the emotional support the troops needed.<br /> <br />Over time, the USO has evolved, developing new programs and services to meet the ever-changing needs of the troops and their families, while holding fast to the original mission.
