The United States Environmental Protection Agency is responsible for protecting human health and the environment. The Agency is accountable for environmental protection as it relates to various aspects of the national environment, such as: air pollution, chemicals and toxins, climate change, promoting greener living, pesticides, waste management, and water safety. Public service employees and volunteers working toward the protection of human health and the environment include administrators, biologists, conservationists, ecologists and other natural scientists. Government officials are working in the political arena to legislate environmental protection policy. Many committed individuals are donating time and effort as volunteers, to local conservation causes, toward safeguarding the future wellbeing of life on earth.<br /> <br />Environmental protection is an international issue. Cooperation is necessary from each country, and their organizations in every sector, which all have a vested interest in safeguarding the planet. In the international arena, the United Nations Environment Program (UNEP) was established in 1972, mandated to <em>"be the leading global environmental authority that sets the global environmental agenda, that promotes the coherent implementation of the environmental dimensions of sustainable development within the United Nations system and that serves as an authoritative advocate for the global environment."</em> UNEP has offices in each world region and its priorities include assisting countries, in particular developing countries in managing responses to climate change, as well as the holistic management of the ecosystem.<br /> <br />We all have a role to play in influencing the decision-making processes, so as to ensure that adequate legal and institutional measures are put in place to support environmental protection and sustainability. Without ample legislation we run the risk of reversing our hard earned development accomplishments.

<p>The Committee of Experts on Public Administration <a href="https://publicadministration.un.org/en/cepa"><strong>(CEPA) </strong></a>was established under the aegis of the United Nations Economic and Social Council (ECOSOC) in 2001, and is responsible for supporting the work of ECOSOC concerning the promotion and development of public administration and governance among Member States, in connection with the UN Millennium Development Goals. CEPA comprises 24 members, who meet annually in their own capacity, at UN Headquarters in New York. They do not represent their individual countries and are selected based on their expertise.<br /> <br />ECOSOC is one of the six main organs of the United Nations established by the UN Charter in 1946. It is the principal body for coordination, policy review, policy dialogue and recommendations on economic, social and environmental issues, as well as for implementation of the internationally agreed development goals. Its resolution 1199 (XLII) of 24 May 1967 requested the Secretary-General to elaborate specific objectives and programs in the field of public administration, in close collaboration with the specialized agencies and relevant non-governmental organizations. It also decided that the United Nations Program in Public Administration and Finance should be reviewed by a meeting of experts who should submit their report to the Council for consideration.<br /> <br />In subsequent resolutions, the Council invited the Secretary-General to convene meetings of the Group of Experts on the United Nations Program in Public Administration and Finance and assigned the Group guidelines, including:</p>
<ul><li>an examination of trends in public administration and finance at local, national, regional and transnational levels</li>
<li>a review of issues and priorities in public administration and finance for development, particularly with focus on developing countries, least developed countries and countries in and post-crisis</li>
<li>an account of the progress achieved in implementing the relevant provisions of the United Nations Development Agenda (from a public administration perspective)</li>

<p>UNICEF promotes the rights and wellbeing of every child, in everything it does. Together with its partners, it works in 190 countries and territories to translate that commitment into practical action, focusing special effort on reaching the most vulnerable and excluded children, to the benefit of all children, everywhere.</p>
<p>In all of its work, UNICEF takes a life-cycle based approach, recognizing the particular importance of early childhood development and adolescence. UNICEF programmes focus on the most disadvantaged children, including those living in fragile contexts, those with disabilities, those who are affected by rapid urbanization and those affected by environmental degradation.</p>
<p>UNICEF was created with a distinct purpose in mind: to work with others to overcome the obstacles that poverty, violence, disease and discrimination place in a child’s path. It advocates for measures to give children the best start in life, because proper care at the youngest age forms the strongest foundation for a person’s future.</p>
<p>UNICEF promotes girls’ education – ensuring that they complete primary education as a minimum – because it benefits all children, both girls and boys. Girls who are educated grow up to become better thinkers, better citizens, and better parents to their own children. UNICEF acts so that all children are immunized against common childhood diseases, and are well nourished: no child should suffer or die from a preventable illness. UNICEF works to prevent the spread of HIV/AIDS among young people because it is right to keep them from harm and enable them to protect others. It helps children and families affected by HIV/AIDS to live their lives with dignity.</p>
<p>UNICEF involves everyone in creating protective environments for children. It is present to relieve suffering during emergencies, and wherever children are threatened, because no child should be exposed to violence, abuse or exploitation.</p>
<p>UNICEF upholds the Convention on the Rights of the Child. It works to assure equality for those who are discriminated against, girls and women in particular. UNICEF works for the Millennium Development Goals and for the progress promised in the United Nations Charter. It strives for peace and security, works to hold everyone accountable to the promises made for children.</p>
<p>This organization is part of the Global Movement for Children – a broad coalition dedicated to improving the life of every child. Through this movement, and events such as the United Nations Special Session on Children, it encourage young people to speak out and participate in the decisions that affect their lives. </p>

<p>In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. Because I believe that each of us - no matter what our age or background or walk of life - each of us has something to contribute to the life of this nation." </strong></em><br /> <br /><em>- Michelle Obama</em><br /> <br />Women have been serving in public service roles since before the American Revolution, but they have always faced stiff challenges from gender discriminatory policies and practices. The women featured in this gallery are renowned because they succeeded regardless of such obstacles. Many of them are first timers, from as far back as the 18th Century, whose determination enabled them to emerge as leading and innovative women in the public service. Among them is Clara Burton, a woman in the public service whose face appears on a United States postage stamp. Clara Burton was the first female federal clerk to receive the same remuneration as the male clerks. She went on in her career in public service to be the founder of the American Red Cross. This important nongovernmental organization provides assistance to the public through disaster relief, supporting military families, providing health and safety training and education, and organizing the receipt of blood donations.<br /> <br />Other women celebrated here are Mary Katherine Goddard, the first female Postmaster (1775), Fanny Jackson Coppin, the first African American Principal (1869), Jeanette Rankin (1916) the first woman to be elected to the United States Congress, and Mercedes O. Cubria, the first Cuban born female to serve in the United States Army. Many other women in the public service are acknowledged here and demonstrate that women have always sought to work in the public service at all levels. They include elected and appointed officials as cabinet members, state governors, mayors, and Supreme Court justices.</p>

Clara Barton dedicated her life to helping others in need- both at home and abroad, in peacetime and during war. She was a teacher, patent clerk, nurse and humanitarian.

Widely published and a mentor for many women and men, Nesta M. Gallas was active in professional organizations throughout her career. She was elected to membership as a Fellow of the National Academy of Public Administration in1973. She was the first woman president of the American Society for Public Administration, 1976-77, and she received its Cushman Award for outstanding achievement in advancing the practice of public administration. Nesta co-authored with Edward Gallas and Ernest Friesen the seminal textbook on court management, <strong>Managing the Courts. </strong><br /> <br />She was born in Herne Bay, England, on 29 August 1917, the second daughter of William Pring Williams and Katherine Tardrew. Nesta moved to California with her family in 1923. They settled in Santa Monica. She entered college at the age of fifteen and received her Bachelor of Arts degree in Psychology with honors from UCLA in 1938. While at UCLA she was the May Day Queen and played the cello in the Los Angeles Philharmonic Orchestra and chamber music at the Biltmore Hotel.<br /> <br />Following graduation, Nesta worked for the Los Angeles County Civil Service from 1938 to 1942 where she met her future husband, Edward Gallas. Edward and Nesta married in Cambridge, Massachusetts, in 1943. Following Edward's service in the Navy during the War, they moved first to Northern California and then with two sons to Honolulu where she worked for the Civil Service Commission and had two daughters. <br /> <br />From 1953 to 1958, Nesta was the first female Personnel Director for the City and County of Honolulu. The family than moved to Los Angeles where she studied for and received a Master’s and Doctorate in Public Administration at the University of Southern California in 1967 and served on the faculty.<br /> <br />Following relocation to New York City, Nesta worked at the United Nations as a Public Administration Officer. From 1968 to 1986 she was a professor at City University of New York, John Jay College of Criminal Justice, where she was also the Dean of Graduate Studies. She became Professor Emeritus in 1986. She died in Rancho Palos Verdes, California, on August 11, 2012.

Often those with the motivation for public service come from families with experience working in public service. They choose to pursue an education that will prepare them for working in administrative positions or in one of the many fields of public service, such as social welfare, law enforcement, and firefighting. Those who choose to work in nonprofit organizations also share the motivation for public service with concern for the wellbeing of others over and above their own gain.<br /> <br />Many who study motivation for public service do so to inform public sector recruitment processes. Person-to-organization fit is an important aspect of successful personnel recruitment. Studies have found that the motivation for public service differs from the motivation for careers in private businesses. Another indication of motivation for public service is an interest in public policy. Public policy development is fundamental to public service since public policies indicate the focus of public service delivery and the role and function of public agencies and their employees.<br /> <br />Socialization also influences individuals’ motivation for public service. A form of socialization, in addition to parental and educational, is professional socialization. Membership in professional public service organizations, participation in their conferences and other networking activities contributes a lot to building awareness of what is entailed in responding to the call to public service.

The Chief Minister’s Office of Gujarat has been recognized by the UNO through this award (2nd place) for its contribution “towards improving the effectiveness, efficiency and quality of public service”. The SWAGAT system was adjudged by the United Nations to be a global model for improving Transparency, Accountability and Responsiveness in Public Service. This online grievance redressal system is conceptualized, developed and implemented by the Chief Minister’s Office itself. Decisions made concerning the allocation of public resources to the provision and delivery of public goods and services is guided by the need to protect the public’s interests. The interpretation of what represents the public’s interest may vary at any point in time among stakeholders. Consequently there is ongoing debate among lobbyists, who are often more concerned about the special interests of individuals, groups and firms than about the interests of the larger community and society as a whole.<br /> <br />Overall, those concerned with protecting the public’s interest focus on issues related to public safety and welfare, and what will be of long-term public benefit. They are interested in the development and implementation of public policy. According to Harold D. Lasswell (1990), essentially, public policy determines “who gets what, when, and how”. Policy making can involve lengthy disputes over what is best for the public at a particular juncture. Governments can rarely afford to attend to all demands from their constituents, hence the rivalry among constituents for attention to specific needs.<br /> <br />The debate about what is best for the public has traditionally been resolved by applying rational economic decision-making, in terms of achieving the most returns on the least investment. The rational for this approach is careful management of public resources. In recent decades other approaches to protecting the public interests have been developed. These include, for example, organization-based strategies, where the competence and capacity of the organization are taken in to consideration when determining governments’ potential for being effective.<br /> <br />Promoting ethical behavior among public officials is one of the key aspects of protecting the public’s interests.

One of the most influential members of the United Nations' Commission on Human Rights was Eleanor Roosevelt. A modest and compassionate woman, she laid the foundation for the Universal Declaration of Human Rights, which is still widely recognized today. The basic philosophy of the Declaration was that “'all human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act toward one another in a spirit of brotherhood.” In the following 29 articles, topics such as non-discrimination, civil rights (such as the right to life, liberty, and property), freedom of thought and religion, and cultural rights are discussed. In modern times, this “standard of achievement” has been published in different languages all over the world, measuring the performance of non-government organizations and United Nations bodies. More than twenty human rights treaties found their inspiration in this document, as well as constitution and legislation throughout the United States."

<p>Public service embodies the ethical principles of the common good, service to others and social equity. Public service is important because the essential components of our society are largely carried out in the public sphere. For example, public service is rendered in: public education, public health, justice and security, environmental protection, museums and the arts. Public service attracts a special kind of individual and is often based on a sense of duty or an intense inner commitment to a cause that extends beyond the pressures of the moment. Those who work in public service institutions achieve great internal satisfaction by making a contribution to a society as opposed to a commitment to achieving only personal goals. They enter public service out of a desire to serve the public interest and to link themselves to the larger community.</p>
<p>The parameters of public service continue to change and expand in order to serve the diverse needs of growing populations, and its values framework is becoming more complex as it embraces ideas from multidisciplinary approaches. To meet the needs of our communities, education, training and professional practice in public service related fields should accommodate these developments.</p>
<p>Government and nonprofit organizations offer opportunities for building careers in public service. Government positions range from direct service providers to commissioners and cabinets secretaries. Typical employers include counties, townships, school districts, courts, legislative agencies, congressional offices and federal departments. Nonprofit positions range from hands-on functions to directors and officers. Typically employers include nonprofit agencies, foundations, charitable organizations, special interest groups, libraries, museums, historic sites, research organizations and educational institutions.</p>
<p>In the additional resources section to the right is an overview of a collection of public service narratives, <em>"Ask me why I care,"</em> under <em>"Tell your story."</em> They were curated by the University of Nebraska at Omaha College of Public Affairs and Community Service in a Public Service Stories Project. Project Co-Directors are Dr. Mary Hamilton and Ms. Rita Paskowitz.</p>
<p>The collection is presented in four groups and each group is accessible in the related VMPS galleries. Each group includes a set of suggested assignments for students. Further details are provided in the <em>Public Service Stories </em>exhibit, which can be opened below in this gallery.</p>
