The Constitution of Maryland begins with a Declaration of Rights before the main content that includes articles covering the following: elective Franchise, three departments of government (legislature, executive and judiciary), the attorney general & state's attorneys, the treasury department, Sundry Officers. Education, Militia & Military Affairs and several sections in Article XI deal with matters related to the City of Baltimore, such as land development and residential and industrial financing loans. Articles XII to XIX address the following: public works, new counties, amendments to the Constitution, miscellaneous, the Referendum, quadrennial elections, provisions of limited duration, and video lottery terminals.
