And the opportunities to take initiative and to see real results were more frequent." </strong></em><br /> <br />- Sandra Day O'Connor<br /> <br />Motivation for public service is often referred to as a “calling” and those who hear it are determined to do meaningful work that will make a difference to their communities. Often those with the motivation for public service come from families with experience working in public service. They choose to pursue an education that will prepare them for working in administrative positions or in one of the many fields of public service, such as social welfare, law enforcement, and firefighting. Those who choose to work in nonprofit organizations also share the motivation for public service with concern for the wellbeing of others over and above their own gain.<br /> <br />Many who study motivation for public service do so to inform public sector recruitment processes. Person-to-organization fit is an important aspect of successful personnel recruitment. Studies have found that the motivation for public service differs from the motivation for careers in private businesses. Another indication of motivation for public service is an interest in public policy. Public policy development is fundamental to public service since public policies indicate the focus of public service delivery and the role and function of public agencies and their employees.<br /> <br />Socialization also influences individuals’ motivation for public service. A form of socialization, in addition to parental and educational, is professional socialization. Membership in professional public service organizations, participation in their conferences and other networking activities contributes a lot to building awareness of what is entailed in responding to the call to public service.

Wylie Donaldson Jr. is the Vice President of the Odenton, Maryland Volunteer Fire Department and winner of the National Volunteer Fire Council’s Lifetime Achievement award. Donaldson joined the Odenton Fire Company in 1952 at the young age of 14. He followed in the footsteps of both his father, and his grandfather – who was a founding member of the Company. Throughout his career Donaldson has held every available position in his Company, from Chief, to President, to his current role as Vice President. Along with his continued dedication to his local Company, Donaldson is a leader in both the county and state firefighter’s associations.
One of Donaldson’s career projects was the development of a robust recruitment system for volunteers with the goal of high retention. Through his leadership and outreach, Donaldson acted as a beacon for those who felt a call to serve.

More involvement of science in the public service can help to make the delivery of public goods and services more efficient. Every tax payer would welcome a public service with high quality delivery processes and products. A lot of research and development takes place in the expected areas, for example, medicine and space travel, but science in the public service also applies to environmental conservation and food safety.<br /> <br />The United States government has three major agencies mandated to endure food safety. They are: the Food and Inspection Service of the United States Department of Agriculture, the United States Food and Drug Administration, and the Center for Disease Control and Preservation. These agencies are responsible for setting food safety standards, conducting inspections, ensuring that standards are met and maintaining a strong enforcement program to induce compliance. Contemporary policy development supported by the three government agencies has been focused on preventative, rather than reactive measures. The Food and Drug Safety Modernization Act (2011), for example, aims to ensure that food is safe by working to prevent its contamination.<br /> <br />Methods being used to implement the Food and Drug Safety Modernization Act include greater collaboration between the experts and the field workers who do inspections to monitor safe food production processes. The emphasis is on food safety, rather on documenting noncompliance.</p>

Carl L. Alsberg (April 2, 1877 October 31, 1940) was an American chemist who served as Commissioner of Food and Drugs from 1912 to 1921. After teaching at Harvard University, Alsberg went to work for the U.S. government in 1908, and within a few years was appointed the Chief of the United States Bureau of Chemistry, which would be renamed the Food and Drug Administration. In that role, Alsberg pursued an investigation into pepper adulteration at McCormick & Company which resulted in a fine and a court order that the company must label its product as "ground black pepper containing from 10 percent to 28 percent added pepper shells". Alsberg also investigated Monsanto's use of saccharin and the amount of caffeine in Coca-Cola.

<p>The main goal of security, fire and emergency management is to keep the United States safe. Tasks range from aviation and border security to emergency response. With the advent of modern information and communications technologies, cybersecurity analysis has become a significant role in security management. Crises, disasters and catastrophes resulting from natural and terrorist events also command a lot of the attention of The Department of Homeland Security (DHS), whose mission it is to protect the nation and to ensure its resilience against terrorism and other potential threats that it might face. When it was created in 2002, DHS combined 22 different federal departments and agencies to form one integrated agency. Among the agencies combined are: border protection, customs, national immigration service, plans and animal inspection, the U.S. Coast Guard, and U.S. Secret Service.</p>
<p>Those employed in security, fire and emergency management work in education, fire science, occupational and traffic safety, risk management, and emergency management services. Some have administrative roles and others work on the front line as first responders. </p>
<p>In the additional resources section to the right is a collection of related public service narratives <em>"Ask me why I care,"</em>under <em>"Tell your story."</em> They were curated by the University of Nebraska at Omaha College of Public Affairs and Community Service in a Public Service Stories Project. Fireworks are synonymous with our celebration of Independence Day. Yet, the thrill of fireworks can also bring pain. 240 people on average go the emergency room every day with fireworks-related injuries in the month around the July 4th holiday.
Remember, fireworks can be dangerous, causing serious burn and eye injuries. You can help us prevent fireworks-related injuries and deaths. How? By working with a national, state or local organization where you live to promote fireworks safety in your community.
Follow these safety tips when using fireworks:
- Never allow young children to play with or ignite fireworks.
- Avoid buying fireworks that are packaged in brown paper because this is often a sign that the fireworks were made for professional displays and that they could pose a danger to consumers.
- Always have an adult supervise fireworks activities. Parents don't realize that young children suffer injuries from sparklers. Sparklers burn at temperatures of about 2,000 degrees - hot enough to melt some metals.
- Never place any part of your body directly over a fireworks device when lighting the fuse. Back up to a safe distance immediately after lighting fireworks.
- Never try to re-light or pick up fireworks that have not ignited fully.
- Never point or throw fireworks at another person.
-Keep a bucket of water or a garden hose handy in case of fire or other mishap.
- Light fireworks one at a time, then move back quickly.
- Never carry fireworks in a pocket or shoot them off in metal or glass containers.
- After fireworks complete their burning, douse the spent device with plenty of water from a bucket or hose before discarding it to prevent a trash fire.
- Make sure fireworks are legal in your area before buying or using them.

<p>This collection consists of items from the art exhibit “Bureaucracy in Russian Art: Posters and Political Cartoons" (2010), produced by Rutgers, the State University of New Jersey, School of Public Affairs and Administration, in collaboration with the American University of Armenia and the Department of Sociology, St. Petersburg University, Russia. The collection features works that satirize bureaucracy.</p>
<p>Russian artists, like their American counterparts, have been calling our attention to conflicts between efficiency and ethics in organizational life, including ethical dilemmas faced by public servants; the unintended consequences for employees and clients of large bureaucratic organizational structures; and ways in which individuals are frustrated by, and cope with, large systems.</p>
<p>The exhibits in this gallery demonstrate the perception of the Russian artists that bureaucracy is dysfunctional, enervating, and inefficient, the antithesis of creativity, and a cancer in the social fabric. Their messages are, perhaps necessarily, negative. Their suggested solutions are seemingly superficial: use common sense, untangled red tape, treat people as human beings, and do not forget the organization’s objectives.</p>
<p>The display comprises primarily political cartoons and posters. Over a period of many decades political cartoons were disseminated in <strong><em>Krokodil </em></strong><em>(crocodile)</em>, a satirical magazine published in the former Soviet Union, as well as in other similar magazines. During the decades of the 1960s, 1970s and early in the 1980s a group of artists in Leningrad (St. Petersburg) known as the “Fighting Pencil,” produced anti-bureaucratic posters aimed to “open the boils on the body of the Soviet society.”</p>
<p>With the support of local officials, the anti-bureaucratic material was widely available throughout the Soviet Union and served to contend that bureaucracy was an obstacle to the success of Glasnost (openness) and Perestroika (the political and economic system), and warned that political and bureaucratic changes must go hand-in-hand.</p>

The Massachusetts Commission on the Status of Women honored Kimberly Flynn as an Unsung Heroine for her work advocating for safer working conditions for social workers and other direct service workers, according to an article in The Salem News. Flynn’s daughter, social worker Stephanie Moulton, was allegedly murdered in January 2011 by one of her clients, who was arrested. The client had a history of mental illness.

It necessitates public investment in education, promotion of healthy lifestyles, and research for disease and injury prevention, among others. Public health agencies at both state and local levels are central to effective public health and health care systems. According to the Center for Disease Control and Prevention (CDC), such systems involve “all public, private, and voluntary entities that contribute to the delivery of essential public health services within a jurisdiction.”</p>
<p>Elected officials and law enforcement officers play an important role in the development and regulation of public health and healthcare policy. A number of public health professionals, strive every day delivering services to protect the health of our families and communities, whether working in hospitals, nursing homes, emergency management services, schools or mental health facilities. Volunteers from charitable and philanthropic organizations also contribute a lot to ensure that public health and health care goals are met in places where resource constraints might present impediments. CDC also places emphasis on the important role of youth development organizations, recreation and arts-related organizations in supporting public health.</p>
<p>CDC has formulated a set of 10 essential public health and health care services that provide the framework for determining how well a jurisdiction is doing at assessing the performance of its system. Broadly these fit under policy development, assurance, and assessment. They include monitoring the public’s health status, investigating and diagnosing health problems, public awareness, enforcing laws and regulations that support public health and health care efforts, assuring a competent workforce, and continuous research and innovation to keep abreast of health problems.</p>
In the additional resources section to the right is a collection of related public service narratives <em>"Ask me why I care,"</em>under <em>"Tell your story." </em>They were curated by the University of Nebraska at Omaha College of Public Affairs and Community Service in a Public Service Stories Project. Project Co-Directors are Dr. Mary Hamilton and Ms. Rita Paskowitz. In 1867, 495,000 people in New York City were living in tenement buildings. Overcrowding (in some areas, a population density of 240,000 people per square mile) led to poor sanitation, which in turn led to cholera and typhoid outbreaks. To remedy these problems, the Council of Hygiene and Public Health in New York City pushed for legislation on the first housing codes in the United States.
In addition to setting dimensions for building lots and construction requirements, these regulations required that one toilet must be available for every 20 people. It also regulated provisions such as fire escapes. Such provisions were created not only to improve public health, but also to create clean living and working environments so that people could "become better citizens."
With this came the creation of the Tenement House Act of 1867, which helped raise awareness about the conditions of the tenements.

<p>In this poster, Wellbee cheerfully reminds the viewer to “be well” and “be clean” by washing his or her hands regularly, suggesting a clear connection between cleanliness and health.</p>
WellBee was a loveable product of the Center for Disease Control, part of a widespread marketing campaign to promote public health. While initially established to promote the polio vaccine, he later encouraged cleanliness habits (like handwashing), fitness, and safety.

Decisions made concerning the allocation of public resources to the provision and delivery of public goods and services is guided by the need to protect the public’s interests. The interpretation of what represents the public’s interest may vary at any point in time among stakeholders. Consequently there is ongoing debate among lobbyists, who are often more concerned about the special interests of individuals, groups and firms than about the interests of the larger community and society as a whole.<br /> <br />Overall, those concerned with protecting the public’s interest focus on issues related to public safety and welfare, and what will be of long-term public benefit. They are interested in the development and implementation of public policy. According to Harold D. Lasswell (1990), essentially, public policy determines “who gets what, when, and how”. Policy making can involve lengthy disputes over what is best for the public at a particular juncture. Governments can rarely afford to attend to all demands from their constituents, hence the rivalry among constituents for attention to specific needs.<br /> <br />The debate about what is best for the public has traditionally been resolved by applying rational economic decision-making, in terms of achieving the most returns on the least investment. The rational for this approach is careful management of public resources. In recent decades other approaches to protecting the public interests have been developed. These include, for example, organization-based strategies, where the competence and capacity of the organization are taken in to consideration when determining governments’ potential for being effective.<br /> <br />Promoting ethical behavior among public officials is one of the key aspects of protecting the public’s interests.

"Before the 1906 Pure Food and Drugs Act, factories such as these were unsanitary and exhibited “horrific conditions.” Inspection required that they “clean up their act,” which led to increased quality and safety for consumers.
The origins of the Food and Drug Administration (FDA) can be traced to Harvey Washington Wiley and the 1906 Pure Food and Drugs Act. Twenty-five years in the making, this law prohibited the commerce of “adulterated and misbranded food and drugs.” Although not without its flaws, it introduced regulation where none existed before. Prior to its implementation, consumers were exposed to poor sanitary conditions and toxic preservatives, colors and drugs.
Today, the FDA protects the health of the public by “assuring the safety, efficacy and security of human and veterinary drugs, biological products, medical devices, our nation’s food supply, cosmetics, and products that emit radiation.” In addition to educating the public through accurate scientific information, it also works to create innovations in medicine, making them safer, more effective, and more affordable. Tobacco products are also regulated through the FDA, with special emphasis on reducing tobacco use by minors."
