Decisions made concerning the allocation of public resources to the provision and delivery of public goods and services is guided by the need to protect the public’s interests. The interpretation of what represents the public’s interest may vary at any point in time among stakeholders. Consequently there is ongoing debate among lobbyists, who are often more concerned about the special interests of individuals, groups and firms than about the interests of the larger community and society as a whole.<br /> <br />Overall, those concerned with protecting the public’s interest focus on issues related to public safety and welfare, and what will be of long-term public benefit. They are interested in the development and implementation of public policy. According to Harold D. Lasswell (1990), essentially, public policy determines “who gets what, when, and how”. Policy making can involve lengthy disputes over what is best for the public at a particular juncture. Governments can rarely afford to attend to all demands from their constituents, hence the rivalry among constituents for attention to specific needs.<br /> <br />The debate about what is best for the public has traditionally been resolved by applying rational economic decision-making, in terms of achieving the most returns on the least investment. The rational for this approach is careful management of public resources. In recent decades other approaches to protecting the public interests have been developed. These include, for example, organization-based strategies, where the competence and capacity of the organization are taken in to consideration when determining governments’ potential for being effective.<br /> <br />Promoting ethical behavior among public officials is one of the key aspects of protecting the public’s interests.

The U.S. is renowned for having one of the most sophisticated criminal justice and investigative systems in the world and it is remarkable how this system operates successfully across a country as large and diverse as the U.S.. One of the keys to this success is a balanced and carefully ordered hierarchy: several different federal courts control issues relating to federal law and each state has its own set of courts that can adapt to the needs of its people for criminal justice and investigative services. Because of the civil justice system, our cars are safer, the environment is cleaner, and foods and medicines are safer.<br /> <br />The U.S. criminal justice system comprises courts, corrections, defense attorneys, prosecution and law enforcement. The courts are supervised by judges who are responsible for ensuring that the law of the land is correctly interpreted and applied. Corrections oversee convicted offenders. Defense attorneys represent the accused against prosecutors, who represent the state or federal government. Prosecutors are lawyers whose task it is to review evidence brought to then by law-enforcement, they then present that evidence to the court concerning a particular trial. In college, Jane Bolin was surrounded by white male students who would ignore her, and her career advisor told her to stop pursing her judicial dreams. She promptly ignored all the obstacles in her way, and became the first African-American woman to graduate from Yale Law School, the first to join the New York City Bar Association, and the first to join the New York City Law Department. She was officially appointed as a judge the New York World’s Fair on July 22, 1939 and would serve on the bench until she was forced to retire at age 70. As a member of the NAACP, she strived to create racial equality in all of her causes. She encouraged such equality in child services, ensured that probation officers were hired without regard to religion or race, and funded childcare agencies that would help children regardless of race.

<p>-Blythe Danner, American Actress<br /> <br />Public health focuses on protecting and improving the human condition, and prolonging life. It necessitates public investment in education, promotion of healthy lifestyles, and research for disease and injury prevention, among others. Public health agencies at both state and local levels are central to effective public health and health care systems. According to the Center for Disease Control and Prevention (CDC), such systems involve “all public, private, and voluntary entities that contribute to the delivery of essential public health services within a jurisdiction.”</p>
<p>Elected officials and law enforcement officers play an important role in the development and regulation of public health and healthcare policy. A number of public health professionals, strive every day delivering services to protect the health of our families and communities, whether working in hospitals, nursing homes, emergency management services, schools or mental health facilities. Volunteers from charitable and philanthropic organizations also contribute a lot to ensure that public health and health care goals are met in places where resource constraints might present impediments. CDC also places emphasis on the important role of youth development organizations, recreation and arts-related organizations in supporting public health.</p>
<p>CDC has formulated a set of 10 essential public health and health care services that provide the framework for determining how well a jurisdiction is doing at assessing the performance of its system. Broadly these fit under policy development, assurance, and assessment. They include monitoring the public’s health status, investigating and diagnosing health problems, public awareness, enforcing laws and regulations that support public health and health care efforts, assuring a competent workforce, and continuous research and innovation to keep abreast of health problems.</p>
In the additional resources section to the right is a collection of related public service narratives <em>"Ask me why I care,"</em>under <em>"Tell your story." </em>They were curated by the University of Nebraska at Omaha College of Public Affairs and Community Service in a Public Service Stories Project. In 1867, 495,000 people in New York City were living in tenement buildings. Overcrowding (in some areas, a population density of 240,000 people per square mile) led to poor sanitation, which in turn led to cholera and typhoid outbreaks. To remedy these problems, the Council of Hygiene and Public Health in New York City pushed for legislation on the first housing codes in the United States.
In addition to setting dimensions for building lots and construction requirements, these regulations required that one toilet must be available for every 20 people. It also regulated provisions such as fire escapes. Such provisions were created not only to improve public health, but also to create clean living and working environments so that people could "become better citizens."
With this came the creation of the Tenement House Act of 1867, which helped raise awareness about the conditions of the tenements.

While some individuals, drawn to public service become promoted to positions of great responsibility such as the United States President and Supreme Court Justices, many, many more serve in relative anonymity. Some of these are quiet heroes and innovators who deserve to be recognized for their service to the public.</p>
In this collection we celebrate quiet heroes and innovators, some of whom have been memorialized with national monuments as in the case of Mary McLeod Bethune, an educator and activist who made significant contributions to the rights of African Americans, and was recognized with national awards for public service. The American Society for Public Administration (ASPA) along with the National Academy of Public Administration (NAPA) established the National Public Service Award to honor individual public servants who are deemed as formidable examples of public service based on their careers and accomplishment. Winners of this award are celebrated for their willingness to take risks to achieve change, for making a profound difference to improve public service, for achieving savings in government operations, developing a cadre of government leaders, and for contributing to the communities in which they live. Indeed, many of these can be regarded as quiet heroes and innovators in the public sector.

<p style="text-align:justify;"><span style="font-size:11pt;font-family:Helvetica, sans-serif;color:#000000;">Whether it is a hurricane, a fire, a flood, a black out or a terrorist threat, the City turns to James McConnell, Assistant Commissioner for Strategic Data, Office of Emergency Management and his team to produce the GIS data maps that are essential to the City's emergency response. Since the late 1980s when GIS emerged as an important technology that captures, manages, analyzes and presents geographically referenced data, McConnell has been one of the GIS trailblazers for the City and is now one of the foremost GIS experts in the country.</span></p>

<p style="text-align:justify;"><span style="font-size:11pt;font-family:Helvetica, sans-serif;color:#000000;">Since September 12, 2001, McConnell has headed GIS at the Office of Emergency Management, when he was drafted from City Planning to coordinate the City's GIS capacity in the aftermath of 9/11. Working with 100 GIS experts from many government agencies and private companies, McConnell and his colleagues made thousands of maps in the first few weeks that were critical in rescue and recovery efforts.</span></p>

<p style="text-align:justify;"><span style="font-size:11pt;font-family:Helvetica, sans-serif;color:#000000;">McConnell is frequently described by colleagues as "an extraordinary, consummate professional" because of the scope of his knowledge about all the elements required to use GIS well—"data, software, hardware, people, politics and GIS science." He anticipates what economic, demographic, social, health, education, physical infrastructure data might be needed and gets it by forging rare partnerships with hundreds of public and private agencies. Recently, McConnell created the definitive map of the City's 400-plus subway stations, from the staircases to escape hatches, by obtaining the blue prints and converting them to GIS format. It was immediately useful in containing a track fire at a subway station in Brooklyn. Says OEM Commissioner Joseph Bruno, "Quantifying and mapping New York City is McConnell's passion. It would be hard to overstate the benefits that accrue to ordinary New Yorkers because of his quiet and constant leadership."</span></p>

Sarah Carroll is responsible for overseeing the nearly 10,000 applications submitted annually to the City's Landmarks Preservation Commission. Some are to grant a New York City building landmark status; others to modify, upgrade or alter an existing landmark; others to approve landmark-related projects. Carroll is praised by colleagues and applicants alike for her keen ability to help architects, developers, contractors and property owners navigate the complicated rules and regulations that govern New York City landmarks. Although applications to the Commission are often contentious, Carroll's unusual and admirable calm, sensitivity and impartiality have made her a singularly effective negotiator, helping broker compromises to which all sides can agree. Says one New York City architect, "Sarah's one of the most respected members of the preservation community. In an environment in which preservationists are pitted against developers in often heated opposition, she is uniquely gifted in being able to find middle ground solutions." Carroll says, "It is very important for the regulatory experience to be positive."
Landmark Preservation Commissioners rely on Carroll's advice. She has gained the Commissioners' respect and confidence through her strategic thinking, her scholarly knowledge of preservation and landmarks law and her ability to convey the intent of the client. Says Commission Chairman Robert Tierney, "In my many years in government, I have never worked with a more talented, committed and effective public servant than Sarah Carroll."

<p style="text-align:justify;"><span style="font-size:11pt;font-family:Helvetica, sans-serif;color:#000000;">In his 22 years as a bus operator, Jefrick Dean has driven every bus route out of the East New York Depot in Brooklyn. On his current route, Dean drives from the depot to downtown Brooklyn and back to the depot eight times a day. He works from 6:30 am to 10:30 am, has a two-hour break, and then works again from 12:30 pm to 4:30 pm. Dean welcomes each passenger who gets on by saying, "Take your time. Welcome aboard," and he has gone so far as to learn to say this in Spanish, Arabic, Hebrew, Haitian Creole and Swahili. He also strives every day to make sure that everyone exits his bus in a better mood than when they entered, and most do. </span></p>

<p style="text-align:justify;"><span style="font-size:11pt;font-family:Helvetica, sans-serif;color:#000000;">Bus riders occasionally write or call the NYC Transit Authority to praise a bus operator they view as exemplary. Given the City's bus fleet of 6,000 vehicles that transport an average of 2.7 million riders each week, these "unsolicited commendations" are surprisingly rare. Very few bus operators have accumulated more than a dozen in their careers. Dean has received 132, consistently praised by riders as being, in their words, "extremely special… most extraordinary… compassionate… exemplifies untiring patience … a most shining personality." Dean is the very definition of a civil servant.</span></p>

<p style="text-align:justify;"><span style="font-size:11pt;font-family:Helvetica, sans-serif;color:#000000;">Dean became an ordained minister six years ago and has been one of 76 volunteer chaplains serving under Rabbi Harry Berkowitz, the chaplain for the NYC Transit Authority. Rabbi Berkowitz notes, "All of my volunteers are wonderful, but Dean is truly one of the outstanding ones." In 2008, after bus driver Edwin Thomas was murdered by an angry passenger, Dean was "the rock that everybody relied on to get through the grieving."</span></p>

That's why I left a job at a law firm for a career in public service, working to empower young people to volunteer in their communities. Because I believe that each of us - no matter what our age or background or walk of life - each of us has something to contribute to the life of this nation." </strong></em><br /> <br /><em>- Michelle Obama</em><br /> <br />Women have been serving in public service roles since before the American Revolution, but they have always faced stiff challenges from gender discriminatory policies and practices. The women featured in this gallery are renowned because they succeeded regardless of such obstacles. Many of them are first timers, from as far back as the 18th Century, whose determination enabled them to emerge as leading and innovative women in the public service. Among them is Clara Burton, a woman in the public service whose face appears on a United States postage stamp. Clara Burton was the first female federal clerk to receive the same remuneration as the male clerks. She went on in her career in public service to be the founder of the American Red Cross. This important nongovernmental organization provides assistance to the public through disaster relief, supporting military families, providing health and safety training and education, and organizing the receipt of blood donations.<br /> <br />Other women celebrated here are Mary Katherine Goddard, the first female Postmaster (1775), Fanny Jackson Coppin, the first African American Principal (1869), Jeanette Rankin (1916) the first woman to be elected to the United States Congress, and Mercedes O. Cubria, the first Cuban born female to serve in the United States Army. Many other women in the public service are acknowledged here and demonstrate that women have always sought to work in the public service at all levels. They include elected and appointed officials as cabinet members, state governors, mayors, and Supreme Court justices.</p>
<p><strong><em>Clara Barton</em></strong></p>
Clara Barton dedicated her life to helping others in need- both at home and abroad, in peacetime and during war. She was a teacher, patent clerk, nurse and humanitarian.

Widely published and a mentor for many women and men, Nesta M. Gallas was active in professional organizations throughout her career. She was elected to membership as a Fellow of the National Academy of Public Administration in1973. She was the first woman president of the American Society for Public Administration, 1976-77, and she received its Cushman Award for outstanding achievement in advancing the practice of public administration. Nesta co-authored with Edward Gallas and Ernest Friesen the seminal textbook on court management, <strong>Managing the Courts. </strong><br /> <br />She was born in Herne Bay, England, on 29 August 1917, the second daughter of William Pring Williams and Katherine Tardrew. Nesta moved to California with her family in 1923. They settled in Santa Monica. She entered college at the age of fifteen and received her Bachelor of Arts degree in Psychology with honors from UCLA in 1938. While at UCLA she was the May Day Queen and played the cello in the Los Angeles Philharmonic Orchestra and chamber music at the Biltmore Hotel.<br /> <br />Following graduation, Nesta worked for the Los Angeles County Civil Service from 1938 to 1942 where she met her future husband, Edward Gallas. Edward and Nesta married in Cambridge, Massachusetts, in 1943. Following Edward's service in the Navy during the War, they moved first to Northern California and then with two sons to Honolulu where she worked for the Civil Service Commission and had two daughters. <br /> <br />From 1953 to 1958, Nesta was the first female Personnel Director for the City and County of Honolulu. The family than moved to Los Angeles where she studied for and received a Master’s and Doctorate in Public Administration at the University of Southern California in 1967 and served on the faculty.<br /> <br />Following relocation to New York City, Nesta worked at the United Nations as a Public Administration Officer. From 1968 to 1986 she was a professor at City University of New York, John Jay College of Criminal Justice, where she was also the Dean of Graduate Studies. She became Professor Emeritus in 1986. She died in Rancho Palos Verdes, California, on August 11, 2012.

A photograph of the Morgan Library and Museum in New York City.
Formed in 1906 to hold the private collection of banker J.P. Morgan, this library was given to the public in 1924 and holds his collection of manuscripts, printed books, prints, and drawings, including many original manuscripts such as works by Sir Walter Scott and de Balzac. There are also many drawings of notable artists which include Leonardo, Picasso, and Michelangelo. Designed by Charles McKim, the library was intended to appear majestic and yet intimate in scale, reflecting the nature and stature of its holdings. The library and museum has continued to acquire rare materials, as well as important music manuscripts, early children's books, American, and materials from the twentieth century.
