<p>The main goal of security, fire and emergency management is to keep the United States safe. Tasks range from aviation and border security to emergency response. With the advent of modern information and communications technologies, cybersecurity analysis has become a significant role in security management. Crises, disasters and catastrophes resulting from natural and terrorist events also command a lot of the attention of The Department of Homeland Security (DHS), whose mission it is to protect the nation and to ensure its resilience against terrorism and other potential threats that it might face. When it was created in 2002, DHS combined 22 different federal departments and agencies to form one integrated agency. Among the agencies combined are: border protection, customs, national immigration service, plans and animal inspection, the U.S. Coast Guard, and U.S. Secret Service.</p>
<p>Those employed in security, fire and emergency management work in education, fire science, occupational and traffic safety, risk management, and emergency management services. Some have administrative roles and others work on the front line as first responders. </p>
<p>In the additional resources section to the right is a collection of related public service narratives <em>"Ask me why I care,"</em>under <em>"Tell your story."</em> They were curated by the University of Nebraska at Omaha College of Public Affairs and Community Service in a Public Service Stories Project. <p>In 1736 Benjamin Franklin established the Union Fire Company in Philadelphia. George Washington was a volunteer firefighter in Alexandria, Virginia. In 1774, as a member of the Friendship Veterans Fire Engine Company, he bought a new fire engine and gave it to the town, which was its very first. However the United States did not have government-run fire departments until around the time of the American Civil War. Excerpt. <p>If you’re walking down Cambridge Street in Cambridge, Massachusetts on your way to Inman Square, you’ll notice a mural painted on the side of the fire station. Have you ever wondered why two of the firefighters look remarkably like George Washington and Benjamin Franklin? It’s not because those two founding fathers were firemen in Cambridge but rather because the mural was painted in 1976 by Ellary Eddy to celebrate the nation’s Bicentennial.</p>
<p>The artwork features current Cambridge firefighters (at the time of the painting) along with Washington and Franklin, who served as volunteer firemen in their spare time. The classic Dalmatian fire dog, Buff, is also included. The apparatus shown is the 1960 Pirsch 1,000 gallons per minute pump which was Engine 5’s pump at the time. Lt. John O’Leary, who retired in January 2011, is the last active Cambridge firefighter to be depicted in the mural. </p>

<em><strong>"I consider ethics, as well as religion, as supplements to law in the government of man." </strong></em><br /> <br /><em>-</em>Thomas Jefferson, Third President of the United States<br /> <br />Protecting the public’s interest is the responsibility of governments and their executive agencies. Decisions made concerning the allocation of public resources to the provision and delivery of public goods and services is guided by the need to protect the public’s interests. The interpretation of what represents the public’s interest may vary at any point in time among stakeholders. Consequently there is ongoing debate among lobbyists, who are often more concerned about the special interests of individuals, groups and firms than about the interests of the larger community and society as a whole.<br /> <br />Overall, those concerned with protecting the public’s interest focus on issues related to public safety and welfare, and what will be of long-term public benefit. They are interested in the development and implementation of public policy. According to Harold D. Lasswell (1990), essentially, public policy determines “who gets what, when, and how”. Policy making can involve lengthy disputes over what is best for the public at a particular juncture. Governments can rarely afford to attend to all demands from their constituents, hence the rivalry among constituents for attention to specific needs.<br /> <br />The debate about what is best for the public has traditionally been resolved by applying rational economic decision-making, in terms of achieving the most returns on the least investment. The rational for this approach is careful management of public resources. In recent decades other approaches to protecting the public interests have been developed. These include, for example, organization-based strategies, where the competence and capacity of the organization are taken in to consideration when determining governments’ potential for being effective.<br /> <br />Promoting ethical behavior among public officials is one of the key aspects of protecting the public’s interests.

<p>Public service embodies the ethical principles of the common good, service to others and social equity. Public service is important because the essential components of our society are largely carried out in the public sphere. For example, public service is rendered in: public education, public health, justice and security, environmental protection, museums and the arts. Public service attracts a special kind of individual and is often based on a sense of duty or an intense inner commitment to a cause that extends beyond the pressures of the moment. Those who work in public service institutions achieve great internal satisfaction by making a contribution to a society as opposed to a commitment to achieving only personal goals. They enter public service out of a desire to serve the public interest and to link themselves to the larger community.</p>
<p>The parameters of public service continue to change and expand in order to serve the diverse needs of growing populations, and its values framework is becoming more complex as it embraces ideas from multidisciplinary approaches. To meet the needs of our communities, education, training and professional practice in public service related fields should accommodate these developments.</p>
<p>Government and nonprofit organizations offer opportunities for building careers in public service. Government positions range from direct service providers to commissioners and cabinets secretaries. Typical employers include counties, townships, school districts, courts, legislative agencies, congressional offices and federal departments. Nonprofit positions range from hands-on functions to directors and officers. Typically employers include nonprofit agencies, foundations, charitable organizations, special interest groups, libraries, museums, historic sites, research organizations and educational institutions.</p>
<p>In the additional resources section to the right is an overview of a collection of public service narratives, <em>"Ask me why I care,"</em> under <em>"Tell your story."</em> They were curated by the University of Nebraska at Omaha College of Public Affairs and Community Service in a Public Service Stories Project. Beginning in the 19th Century and continuing into the 20th, members of the Straus Family have served in governmental positions at the federal and local levels. More particularly, family members have served in the House of Representatives, as Ambassadors, and as Presidential Cabinet Members. By virtue of their positions, as well as a consequence of their acting as advisors and confidants to a number of American Presidents, family members have been actively involved in the formulation of American public policy for well over 100 years.<br /> <br />Furthermore, in the context of American finance and commerce, family members were the owners of Macy's for nearly 100 years. In addition to their participation in the commercial development of the City of New York and America in general, family members have been in a position to assist others less fortunate throughout this period of time. Members of the family have served on the boards of innumerable philanthropic organizations. <p style="text-align:justify;"><span style="font-size:11pt;font-family:Helvetica, sans-serif;color:#000000;">The Kruger and Firemen's Memorial in New York City was first suggested in 1908 by the late Episcopal Bishop Henry C. Potter. He preached a sermon at the funeral of Deputy Fire Chief Charles W. Kruger who lost his life while fighting a fire. The memorial's purpose soon became that of honoring all of New York's fallen firemen. Isidor Straus (1845-1912) served on the Kruger and Firemen's Memorial Committee and became its chairman in 1910.</span></p>

<p style="text-align:justify;"><span style="font-size:11pt;font-family:Helvetica, sans-serif;color:#000000;">Isidor Straus chaired his last meeting of the Kruger and Firemen's Memorial Fund Committee at 5:30 PM on January 4, 1912 New York City. Two days later, on January 6, 1912, Isidor and Ida Straus (1849-1912) sailed for Europe on the Cunard Steamship Company's "Caronia." This was their final journey. On April 15, 1912, the Strauses were aboard "Titanic" when it sank.</span></p>

<p style="text-align:justify;"><span style="font-size:11pt;font-family:Helvetica, sans-serif;color:#000000;">The dedication of the Kruger and Firemen's Memorial took place September 5, 1913. Jesse Isidor Straus (1872-1936), oldest son of Isidor and Ida, presented the Memorial to the city. He said, "We erect monuments to our war heroes and it is fitting that we should erect them to men who fight in the war that never ends."</span></p>

On the contrary, the great force of history comes from the fact that we carry it within us, are unconsciously controlled by it in many ways, and history is literally present in all that we do." </em></strong><br /> <br /><em>- </em>James Baldwin.<br /> <br />Public services are usually provided by governments to their constituents and financed with public funds. In cases where nonprofit or private organizations provide such services, they can do this in partnership with governments and under government regulation in order to safeguard the public's interests. Public services guarantee universal access to essential services and amenities, including emergency services such as paramedics and ambulances, fire protection, healthcare, law enforcement and police protection, the military, libraries, schools, and social services. Many utilities are also provided as public services, for example: electricity, gas, telecommunications and water. In some parts of the world public services may also include environment protection, housing, transportation, and waste management.<br /> <br />The timeline through which the nature and extent of public services are defined is influenced by a wide range of economic, political and social factors and priorities. The consecutive endeavor and intellectual tensions to provide appropriate public services within limited resources and uncertain clues of each phase of history lead to present and future configurations of public service provisions. The size of the work force for delivering public goods and services also reflects these kinds of influences. According to the United States Census Bureau's annual survey data (2013), released in December 2014, federal, state and local governments employed 14.2 million full-time public service workers and 4.8 million part-time. Across the nation, local government employees comprise the majority (72.3%) of the state and local government workforce. For the same timeline, local governments employed 76.2% of all full time local employees.

Since the establishment of Yellowstone National Park as the world’s first national park in 1872, the desire to suppress, control, and manage fire has been an integral part of the management of federal park areas. Managers, first the U.S. Army and, after 1916, the National Park Service, have tried to put fire out, to use it as a tool while trying to prevent harm to property and people, and ultimately to strike some balance between the presence of fire and its enforced absence. These goals and ideals shifted over time, as culture and science suggested better alternatives.

Quite often, these professionals put their own safety in jeopardy to guard the safety and well-being of citizens, to protect their private property, and to guard vital institutions.</span></p>

Employees of these organizations come face to face with the daily conflicts and crimes that occur on the streets of our cities and neighborhoods. These vary from littering and noise pollution to property damage, trespassing, burglary, domestic violence and other forms of improper social behavior. In the United States, The Department of Homeland Security is the federal agency responsible for public safety and for federal emergency services rendered through the Federal Emergency Management Agency (FEMA). FEMA works proactively to mitigate the impact of disasters such as earthquakes, floods and hurricanes.</span></p>

This enabled them to respond quickly and efficiently and to provide well-coordinated and effective incident support and disaster relief.</span></p>

<p>The main goal of security, fire and emergency management is to keep the United States safe. Tasks range from aviation and border security to emergency response. With the advent of modern information and communications technologies, cybersecurity analysis has become a significant role in security management. Crises, disasters and catastrophes resulting from natural and terrorist events also command a lot of the attention of The Department of Homeland Security (DHS), whose mission it is to protect the nation and to ensure its resilience against terrorism and other potential threats that it might face. When it was created in 2002, DHS combined 22 different federal departments and agencies to form one integrated agency. Among the agencies combined are: border protection, customs, national immigration service, plans and animal inspection, the U.S. Coast Guard, and U.S. Secret Service.</p>
<p>Those employed in security, fire and emergency management work in education, fire science, occupational and traffic safety, risk management, and emergency management services. Some have administrative roles and others work on the front line as first responders. </p>

"An old fire engine used in Burlington. It was the first of its kind to be motorized.
Motorized fire engines didn’t hit the streets until 1910, allowing firefighters to get where they needed to be at a much faster pace. They were easier to repair and allowed for much more room during movement. Much of the design was based on the automobiles that shared their streets. At their peak in the 1930’s, they were the most powerful engines in the country. However, these engines were very expensive to build, and thus only 141 were in service."

The United States Environmental Protection Agency is responsible for protecting human health and the environment. The Agency is accountable for environmental protection as it relates to various aspects of the national environment, such as: air pollution, chemicals and toxins, climate change, promoting greener living, pesticides, waste management, and water safety. Public service employees and volunteers working toward the protection of human health and the environment include administrators, biologists, conservationists, ecologists and other natural scientists. Government officials are working in the political arena to legislate environmental protection policy. Many committed individuals are donating time and effort as volunteers, to local conservation causes, toward safeguarding the future wellbeing of life on earth.<br /> <br />Environmental protection is an international issue. Cooperation is necessary from each country, and their organizations in every sector, which all have a vested interest in safeguarding the planet. In the international arena, the United Nations Environment Program (UNEP) was established in 1972, mandated to <em>"be the leading global environmental authority that sets the global environmental agenda, that promotes the coherent implementation of the environmental dimensions of sustainable development within the United Nations system and that serves as an authoritative advocate for the global environment."</em> UNEP has offices in each world region and its priorities include assisting countries, in particular developing countries in managing responses to climate change, as well as the holistic management of the ecosystem.<br /> <br />We all have a role to play in influencing the decision-making processes, so as to ensure that adequate legal and institutional measures are put in place to support environmental protection and sustainability. Without ample legislation we run the risk of reversing our hard earned development accomplishments.

<p>Smokey the Bear PSA</p>
Since 1944, Smokey the Bear has educated generations on the importance of forest/wildfire prevention, and the PSA campaign is the longest running in the United States. The original slogan was “Smokey Says - Care Will Prevent 9 out of 10 Forest Fires,” but was later changed to “Remember... Only YOU Can Prevent Forest Fires” in 1947. The current slogan, “Only You Can Prevent Wildfires” was implemented in 2001, in response to fires occurring outside of the forest landscape.<br /> <br />As of 2000, this campaign has significantly reduced acreage lost from fires, from 22 million to 8.4 million.
