<p>-Blythe Danner, American Actress<br /> <br />Public health focuses on protecting and improving the human condition, and prolonging life. It necessitates public investment in education, promotion of healthy lifestyles, and research for disease and injury prevention, among others. Public health agencies at both state and local levels are central to effective public health and health care systems. According to the Center for Disease Control and Prevention (CDC), such systems involve “all public, private, and voluntary entities that contribute to the delivery of essential public health services within a jurisdiction.”</p>
<p>Elected officials and law enforcement officers play an important role in the development and regulation of public health and healthcare policy. A number of public health professionals, strive every day delivering services to protect the health of our families and communities, whether working in hospitals, nursing homes, emergency management services, schools or mental health facilities. Volunteers from charitable and philanthropic organizations also contribute a lot to ensure that public health and health care goals are met in places where resource constraints might present impediments. CDC also places emphasis on the important role of youth development organizations, recreation and arts-related organizations in supporting public health.</p>
<p>CDC has formulated a set of 10 essential public health and health care services that provide the framework for determining how well a jurisdiction is doing at assessing the performance of its system. Broadly these fit under policy development, assurance, and assessment. They include monitoring the public’s health status, investigating and diagnosing health problems, public awareness, enforcing laws and regulations that support public health and health care efforts, assuring a competent workforce, and continuous research and innovation to keep abreast of health problems.</p>
In the additional resources section to the right is a collection of related public service narratives <em>"Ask me why I care,"</em>under <em>"Tell your story." </em>They were curated by the University of Nebraska at Omaha College of Public Affairs and Community Service in a Public Service Stories Project. Project Co-Directors are Dr. Mary Hamilton and Ms. Rita Paskowitz. <p>This poster not only brings awareness to the importance of safe drinking water, but it also encourages the public to get involved and take action, reminding them that “we’re all in this together.” It was issued by the Environmental Protection Agency in 2003.</p>
In 1974, Congress passed the Safe Drinking Water Act (SDWA) to protect and regulate our public water supply. Water sources, such as springs, rivers, lakes, and ground water wells are also protected under this legislation. This law allows the EPA to set protective standards against contaminants (both manmade and naturally occurring).<br /> <br />When it was first implemented, the SDWA's main focus was water treatment. Amendments made in 1996 introduced source protection, water system improvements, and operator training, therefore monitoring the water supply from source to faucet.<br /> <br />All public water supplies (more than 170,000) within the United States are covered by the SDWA. It is enforced not only by the EPA, but also the public, states, and tribes. Under this law, National Primary Drinking Water Regulations have been established, which set maximum contaminant levels and testing requirements.<br /> <br />As chemicals, wastes and pesticides continue to threaten our water supply, our sources must continually protected. Programs are in place to help keep pollution out of water systems, and, thanks to the SDWA, national standards can be legally enforced. The public is also regularly informed through annual reports.

There is no greater satisfaction than to have done it well." </strong></em><br /> <br /><em>- </em>Walter Reuther<br /> <br />Strong leadership in the public sector has played an instrumental role in guiding nations in many parts of the world. Leadership has been described as the, “process of social influence in which one person can enlist the aid and support of others in the accomplishment of a common task.” The United States Office of Personnel Management has a Center for Leadership Development, where there is the belief that “leaders are made and not born.” Their training programs focus on strengthening leadership in public service through providing courses in team building and team leadership, executive, managerial and supervisory development and networking with peers from all branches of government.<br /> <br />Developing public service leadership is important for ensuring the effectiveness of public organizations. For this reason, although today there are many great leaders at the helm of public agencies in various places, those agencies would do well to focus on succession planning so as to make sure that their leadership positions can always be filled. Educational programs in higher education institutions are also giving their attention to leadership development. In the public service we need leaders at different levels of government as well as in different capacities within public organizations. Although leadership specializations are important for public service human resource development, leadership courses are a positive component across curricula for public service and community work. Competent leaders have important roles to play in all public departments and programs.

<p>ENERGY STAR is a U.S. Environmental Protection Agency (EPA) voluntary program that helps businesses and individuals save money and protect our climate through superior energy efficiency.</p>
<p>The ENERGY STAR program was established by EPA in 1992, under the authority of the Clean Air Act Section 103(g). Section103(g) of the Clean Air Act directs the Administrator to <em>"conduct a basic engineering research and technology program to develop, evaluate, and demonstrate non–regulatory strategies and technologies for reducing air pollution."</em> In 2005, Congress enacted the Energy Policy Act.</p>
Section 131 of the Act amends Section 324 (42 USC 6294) of the Energy Policy and Conservation Act, and <em>"established at the Department of Energy and the Environmental Protection Agency a voluntary program to identify and promote energy–efficient products and buildings in order to reduce energy consumption, improve energy security, and reduce pollution through voluntary labeling of or other forms of communication about products and buildings that meet the highest energy efficiency standards."</em>

<strong><em>"When the well's dry, we know the worth of water."</em> </strong><br /> <br />- Benjamin Franklin, (1706-1790), Poor Richard's Almanac. <br /> <br />Public service employees and volunteers serve on the front lines in efforts to protect the environment. The United States Environmental Protection Agency is responsible for protecting human health and the environment. The Agency is accountable for environmental protection as it relates to various aspects of the national environment, such as: air pollution, chemicals and toxins, climate change, promoting greener living, pesticides, waste management, and water safety. Public service employees and volunteers working toward the protection of human health and the environment include administrators, biologists, conservationists, ecologists and other natural scientists. Government officials are working in the political arena to legislate environmental protection policy. Many committed individuals are donating time and effort as volunteers, to local conservation causes, toward safeguarding the future wellbeing of life on earth.<br /> <br />Environmental protection is an international issue. Cooperation is necessary from each country, and their organizations in every sector, which all have a vested interest in safeguarding the planet. In the international arena, the United Nations Environment Program (UNEP) was established in 1972, mandated to <em>"be the leading global environmental authority that sets the global environmental agenda, that promotes the coherent implementation of the environmental dimensions of sustainable development within the United Nations system and that serves as an authoritative advocate for the global environment."</em> UNEP has offices in each world region and its priorities include assisting countries, in particular developing countries in managing responses to climate change, as well as the holistic management of the ecosystem.<br /> <br />We all have a role to play in influencing the decision-making processes, so as to ensure that adequate legal and institutional measures are put in place to support environmental protection and sustainability. Without ample legislation we run the risk of reversing our hard earned development accomplishments.
