Public Health and Healthcare (C-2)

Description
An account of the resource

"We all have an obligation as citizens of this earth to leave the world a healthier, cleaner, and better place for our children and future generations."

-Blythe Danner, American Actress

Public health focuses on protecting and improving the human condition, and prolonging life. It necessitates public investment in education, promotion of healthy lifestyles, and research for disease and injury prevention, among others. Public health agencies at both state and local levels are central to effective public health and health care systems. According to the Center for Disease Control and Prevention (CDC), such systems involve “all public, private, and voluntary entities that contribute to the delivery of essential public health services within a jurisdiction.”

Elected officials and law enforcement officers play an important role in the development and regulation of public health and healthcare policy. A number of public health professionals, strive every day delivering services to protect the health of our families and communities, whether working in hospitals, nursing homes, emergency management services, schools or mental health facilities. Volunteers from charitable and philanthropic organizations also contribute a lot to ensure that public health and health care goals are met in places where resource constraints might present impediments. CDC also places emphasis on the important role of youth development organizations, recreation and arts-related organizations in supporting public health.

CDC has formulated a set of 10 essential public health and health care services that provide the framework for determining how well a jurisdiction is doing at assessing the performance of its system. Broadly these fit under policy development, assurance, and assessment. They include monitoring the public’s health status, investigating and diagnosing health problems, public awareness, enforcing laws and regulations that support public health and health care efforts, assuring a competent workforce, and continuous research and innovation to keep abreast of health problems.

In the additional resources section to the right is a collection of related public service narratives "Ask me why I care,"under "Tell your story." They were curated by the University of Nebraska at Omaha College of Public Affairs and Community Service in a Public Service Stories Project. Project Co-Directors are Dr. Mary Hamilton and Ms. Rita Paskowitz. The collection includes videos and Suggested Assignments for Students.

Quiet Heroes and Innovators (D-4)

Description
An account of the resource

"A hero is an ordinary individual who finds the strength to persevere and endure in spite of overwhelming obstacles."

- Christopher Reeve (1952-2004) well known actor (Superman)

Although many public servants work in environments that challenge even the most optimistic, creative, and industrious personalities, they are most often highly motivated by a calling to contribute to improving the lives of their fellow citizens and by a compelling desire to address social problems. While some individuals, drawn to public service become promoted to positions of great responsibility such as the United States President and Supreme Court Justices, many, many more serve in relative anonymity. Some of these are quiet heroes and innovators who deserve to be recognized for their service to the public.

In this collection we celebrate quiet heroes and innovators, some of whom have been memorialized with national monuments as in the case of Mary McLeod Bethune, an educator and activist who made significant contributions to the rights of African Americans, and was recognized with national awards for public service. The American Society for Public Administration (ASPA) along with the National Academy of Public Administration (NAPA) established the National Public Service Award to honor individual public servants who are deemed as formidable examples of public service based on their careers and accomplishment. Winners of this award are celebrated for their willingness to take risks to achieve change, for making a profound difference to improve public service, for achieving savings in government operations, developing a cadre of government leaders, and for contributing to the communities in which they live. Indeed, many of these can be regarded as quiet heroes and innovators in the public sector.

Description
An account of the resource

"The attraction to the Jefferson Awards was we think it is the only real program out there... that will inspire and motivate greater volunteerism, and that is ultimately what it is about, creating more volunteerism here in America."

by Jack Russi, Vice Chairman and Regional Managing Partner, Deloitte & Touche USA at the 2007 National Ceremonies

The Jefferson Awards are a prestigious national recognition system honoring community and public service in America. The Jefferson Awards are presented on two levels: national and local. They began in 1972 to create a Nobel Prize for public service. Today, their primary purpose is to serve as a "Call to Action for Volunteers" in local communities. The Jefferson Awards believe that everyone benefits from a renewed level of civic engagement. The Champions are dedicated to optimizing the potential among people employed in a community. The Jefferson Awards Champions were established in 2006 to encourage and assist organizations as they set up and administer employee volunteer programs. A goal of the Jefferson Awards has always been to promote civic engagement at the local level.

The Champions program recognizes that corporations, academic institutions, and governmental organizations are in a unique position to make a difference in local communities by encouraging employees and their retirees to become involved. Each Champion honors their outstanding employee volunteers monthly and recognizes them with a Jefferson Award. One outstanding volunteer is selected to represent each organization at the Jefferson Awards National Ceremonies. Corporations have reported that by encouraging employees to be involved in the community, they create a more positive work environment. This helps in both recruiting and retaining employees. The same is true at colleges, universities and local governments.

The initial reactions to the Peace Corps proposal are convincing proof that we have, in this country, an immense reservoir of such men and women-anxious to sacrifice their energies and time and toil to the cause of world peace and human progress.

By President John F. Kennedy 1961

The Peace Corps finds its roots In 1960, when students of the University of Michigan were challenged by then Senator John F. Kennedy. In an effort to promote peace worldwide, he urged them to serve their country by working and living in developing countries.

Since its official founding in 1961, over 200,000 volunteers have served with the Peace Corps in 139 different countries. Work areas include Education, Health & HIV/AIDS, Business Development, Environment, Youth Development, and Agriculture. Working in small villages and towns all over the world, not only do volunteers help people rebuild themselves and their community, but they also create a positive image of the United States abroad.

The Peace Corps’ mission is as follows:

Helping the people of interested countries in meeting their need for trained men and women.
2. Helping promote a better understanding of Americans on the part of the peoples served.
3. Helping promote a better understanding of other peoples on the part of the Americans.

Description
An account of the resource
Each year, an increasing number of children become part of the court and children welfare systems through no fault of their own. To ease this process, CASA volunteers meet with the affected children. A CASA volunteer is a community member who acts as the voice of children in court. Founded in 1985 and established by legislative act in 1991, the CASA program of Maricopa County recruits, trains and supports hundreds of volunteers who have helped thousands of children to date. However, facing budget constraints and a shrinking volunteer base, Maricopa County needed to develop a low-cost program to recruit more volunteers. As a result of this dilemma, Maricopa County repurposed the CASA volunteer website. The focus moved from being a child?centric website to a volunteer?centric website. The current information found on the public website details not the plight of abused and neglected children but provides concrete and direct steps for getting involved and volunteering. The first major change was to provide a secure and easily navigated application that a prospective volunteer could fill out immediately. This eliminated the need for an application to be printed and mailed to the CASA office. The electronic application eliminated the need for a staff member to input data from a paper application into the program database. The probability for mistakes was dramatically reduced. Each application took approximately 30 minutes for a staff member to input. The program on average received 50 applications in a month. The website then generated an immediate email response so that the applicant could be assured that the process was moving forward. This eliminated staff time as well. In FY2011, volunteer hour/mileage documentation on the website has increased over 20% compared to FY2010. That increase generated into over $10,000 in total value hours donated “in kind” to the program.

The Straus Family: A History of Public Service and Philanthropy (G-2)

Description
An account of the resource
Beginning in the 19th Century and continuing into the 20th, members of the Straus Family have served in governmental positions at the federal and local levels. More particularly, family members have served in the House of Representatives, as Ambassadors, and as Presidential Cabinet Members. By virtue of their positions, as well as a consequence of their acting as advisors and confidants to a number of American Presidents, family members have been actively involved in the formulation of American public policy for well over 100 years.

Furthermore, in the context of American finance and commerce, family members were the owners of Macy's for nearly 100 years. In addition to their participation in the commercial development of the City of New York and America in general, family members have been in a position to assist others less fortunate throughout this period of time. Members of the family have served on the boards of innumerable philanthropic organizations. As a consequence of the family's involvement in this broad spectrum of American life, the family exemplifies and brings to life the true American story and its spirit.

Thus, it is not so much the story of one family that is sought to be told, but rather the American experience as seen through and lived by a family during this period of growth of America.

Source: www.straushistoricalsociety.org

The Educational Alliance on 197 East Broadway in New York City was founded by a group of Jewish philanthropists including Isidor Straus. The building was erected in 1891. Originally it was a settlement house for Eastern European Jews immigrating to New York City where English was taught as was vocational instruction. Today The Educational Alliance provides community services and activities to neighborhood residents at several locations. The Lee Kohns Cultural Arts Center is part of the original Educational Alliance building. The entrance on Jefferson Street bears his name. Lee Kohns was the son of Lazarus and Hermine Straus Kohns. Hermine was the daughter of Lazarus and Sara Straus. A plaque where the Educational Alliance's auditorium is located is dedicated to Lee Kohns. A second plaque bears the name of his son, Robert Lee Kohns and the Robert Lee Kohns Foundation. A third plaque in this hallway reads: "Isidor Straus, philanthropist, humanitarian and ardent supporter of programs to help the poor and downtrodden become part of the American dream. A man of vision and compassion, committed to the growth of America as a democratic homeland and a land of freedom and opportunity. A founder and the first president of the Educational Alliance 1891 - 1912."

An article by Ilene Scholnick Ausubel, Vice President of Development at the Educational Alliance, reads, “The legacy of Isidor Straus and the other founding philanthropists continues on today. For 125 years, the Educational Alliance has been the place where the people on the Lower East Side and East Village have come for the opportunity to create a better life. Today, the Educational Alliance serves 50,000 people through 36 programs and remains focused on providing educational projects and culture, social services and recreation.”

Motivation for the Public Service (D-3)

Description
An account of the resource
"I was having a better time at my job than were those of my peers who had opted for private practice. Life as a public servant was more interesting. The work was more challenging. The encouragement and guidance from good mentors was more genuine. And the opportunities to take initiative and to see real results were more frequent."

- Sandra Day O'Connor

Motivation for public service is often referred to as a “calling” and those who hear it are determined to do meaningful work that will make a difference to their communities. Often those with the motivation for public service come from families with experience working in public service. They choose to pursue an education that will prepare them for working in administrative positions or in one of the many fields of public service, such as social welfare, law enforcement, and firefighting. Those who choose to work in nonprofit organizations also share the motivation for public service with concern for the wellbeing of others over and above their own gain.

Many who study motivation for public service do so to inform public sector recruitment processes. Person-to-organization fit is an important aspect of successful personnel recruitment. Studies have found that the motivation for public service differs from the motivation for careers in private businesses. Another indication of motivation for public service is an interest in public policy. Public policy development is fundamental to public service since public policies indicate the focus of public service delivery and the role and function of public agencies and their employees.

Socialization also influences individuals’ motivation for public service. A form of socialization, in addition to parental and educational, is professional socialization. Membership in professional public service organizations, participation in their conferences and other networking activities contributes a lot to building awareness of what is entailed in responding to the call to public service.
