The inability to incorporate the latest scientific and technological innovations into the production processes became the lid that sealed the coffin of the Soviet economy.

This is an apt illustration of how decisions are made under the authoritarian type of leadership. Analyzing Russia’s historical context can help explain the persistence of authoritarian decision-making throughout different political regimes. As Chubarov (2001) denotes, whatever the political system, autocracy is typical for the traditional Russian state: “The prerogatives of the Russian
leader—be it Moscow prince, all-Russian tsar, or Soviet general secretary—have traditionally been vast and autocratic and have also been hostile to pluralism”. At a smaller scale, this tendency was replicated at all key decision-making positions."

repairs completion deadlines and the quality of work has been poor. The district housing boards’ inspectors are lax in enforcing compliance among contractors. The houses with numerous defects still manage to pass inspection” (From the newspaper Leningradskaya Pravda).

But it is fair to say that we are right on top.
The joke is centered on the Russian idiomatic expression ""from the ceiling"" that corresponds to the English expression ""out of thin air."" Here it is understood literally that the ceiling collapse is caused by the bureaucrat who pulled nonexistent figures out of it."

This man can breed everything and every day,
He only needs to have ink there.
The word “razvodit” in Russian has several meanings. Here the authors have created a pun by combining its two meanings—“to breed” and “dilute.” The bureaucrats are diluting ink with water when writing about breeding sturgeons in their report on pollution control; thus the reader understands that they are falsifying the report."

The director of studies did not like the grade:
—Yegorka's ""D"" makes all totals look bad.
We have to work hard for educational progress,
So let's give this slacker a ""C,"" but no(t) less.
The gloomy school principal objected again:
—We have got to do something, whatever it be,
Yegorka's ""C"" grade makes our efforts vain,
So lets change his grade and give Yegorka a ""B.""
The District Committee used a commanding tone:
— Do actively join our excellence effort!
— Yes!—they answered in the school and soon it was done:
As always, Yegorka got an ""A"" in the record.
Grades were overstated in the elastic report...
While Yegorka got off with a fright of some sort.
Overstatement of school grades for window-dressing is popular not only in the U.S., but also was in the former U.S.S.R. and is popular in the succeeding states. The main difference between the two systems is that the educational system in the U.S. is relatively decentralized, while in the former U.S.S.R. it was centralized, and, as reporting levels increased in numbers, the tendency for ""good statistics"" on lower levels also increased."
