Some of these are quiet heroes and innovators who deserve to be recognized for their service to the public.</p>
In this collection we celebrate quiet heroes and innovators, some of whom have been memorialized with national monuments as in the case of Mary McLeod Bethune, an educator and activist who made significant contributions to the rights of African Americans, and was recognized with national awards for public service. The American Society for Public Administration (ASPA) along with the National Academy of Public Administration (NAPA) established the National Public Service Award to honor individual public servants who are deemed as formidable examples of public service based on their careers and accomplishment. Winners of this award are celebrated for their willingness to take risks to achieve change, for making a profound difference to improve public service, for achieving savings in government operations, developing a cadre of government leaders, and for contributing to the communities in which they live. Indeed, many of these can be regarded as quiet heroes and innovators in the public sector.

2012 National Public Service Award Winner: Deputy Assistant Secretary for Management and Budget, Department of the Treasury, came to the Treasury Department following four years in San Francisco Mayor Gavin Newsom’s office, initially as a policy advisor and then as the budget director for the final three years. While working in the Mayor’s office, she engaged stakeholders and leadership to create and implement San Francisco’s $6.5 billion annual budget, and developed programs and policies to carry out the Mayor’s priorities in several areas, such as health care and information technology.

<p>Charles Alston, an African-American artist and educator, drew this cartoon in 1943. In addition to the athletic accomplishments of Charles Richard Drew, it also highlights the importance of his medical contributions.</p>
<p>Today’s blood banks find their roots in the research of Charles Richard Drew (1904-1950), who made important breakthroughs in the storage of blood plasma. Born in 1904, he taught in college science in Baltimore in order to save money for medical school tuition. After earning his degree from McGill University in Canada, he completed a fellowship at Columbia University. It was there that he developed a method for processing and storing blood plasma. At the time, blood was perishable and rendered unusable after a week’s time. His methods of dehydrating and shipping blood plasma were revolutionary in the medical world.</p>
<p>During World War II, one of Drew’s former professors made the following request: “Secure 5,000 ampules of dried plasma for transfusion.” By organizing a “Blood for Britain” campaign, Drew was able to fulfill this need, recruiting 100,000 blood donors for the United States military. This accomplishment brought him to a leadership position with the American Red Cross blood bank. At the time, the blood supply was segregated according to the donor’s race. After unsuccessful protest against this principle, he chose to resign from this position.</p>
<p>Charles Richard Drew also taught at Howard University, and later became the chief surgeon at Freedmen’s Hospital. He received numerous awards and honorary degrees, and, after his election to the International College of Surgeons, he advised the U.S. Surgeon General while traveling through post-war Europe.</p>

<p style="text-align:justify;"><span style="font-size:11pt;font-family:Helvetica, sans-serif;color:#000000;">Born in 1909, Virginia Apgar (1909-1974) defied social conventions at a young age. She was one of the first women to ever attend medical school, graduating from Columbia University despite the economic struggles of Great Depression. She originally intended to pursue surgery, but women were not allowed to enter the profession at that time. Instead, Apgar turned to anesthesiology, where she helped the practice develop into a specialty. In particular, she researched the effects and usage of anesthesia in childbirth, and became Columbia’s first female full professor.</span></p>

<p style="text-align:justify;"><span style="font-size:11pt;font-family:Helvetica, sans-serif;color:#000000;">Her biggest contribution to the world of medicine came with the development of the Apgar score. This system was designed to measure and rate the pulse, breathing rate, reflexes, color, and muscle tone of newborn babies. A critical process of evaluation, it continues to save countless lives today.</span></p>

<p style="text-align:justify;"><span style="font-size:11pt;font-family:Helvetica, sans-serif;color:#000000;">When she was 50 years old, Virginia Apgar earned a master’s degree in public health, traveling with the National Foundation for Infantile Paralysis (March of Dimes) to raise money and awareness.</span></p>

Enticed out of retirement in 1915 to become the first director of the National Park Service, Stephen Mather forged landmark advances in the quality of the American environment. Mather had a lifelong love of birds and other wildlife, and worked for wildlife protection. When he complained to his friend, Secretary of the Interior Franklin K. Lane, about the deteriorating conditions he noticed in Yosemite National Park, Lane responded, "If you don't like the condition of our national parks, why don't you come to Washington and do something about it?"
When he arrived in the nations capital, Mather immediately took up the task of securing a bureau for the management and protection of national parks and monuments. On August 25, 1916, President Wilson signed the Raker-Kent-Smoot Bill authorizing the National Park Service. Secretary Lane appointed Mather director - a post which he held until early 1929.
During Mather's 12 years on the job, the size of the national parks and the monuments under his jurisdiction nearly doubled. He formulated lasting policies on scenic and historic resources, developed an outstanding personnel organization, and initiated programs for interpretation of park features. No doubt about it: Mather did go to Washington, and he did do something about the conditions in America's national parks. Today, the stewardship of 80.7 million acres of National Park land is built on the foundation Mather created.

<p>The Jefferson Awards are a prestigious national recognition system honoring community and public service in America. The Jefferson Awards are presented on two levels: national and local. They began in 1972 to create a Nobel Prize for public service. Today, their primary purpose is to serve as a "Call to Action for Volunteers" in local communities. The Jefferson Awards believe that everyone benefits from a renewed level of civic engagement. The Champions are dedicated to optimizing the potential among people employed in a community.The Jefferson Awards Champions were established in 2006 to encourage and assist organizations as they set up and administer employee volunteer programs. A goal of the Jefferson Awards has always been to promote civic engagement at the local level.</p>
<p>The Champions program recognizes that corporations, academic institutions, and governmental organizations are in a unique position to make a difference in local communities by encouraging employees and their retirees to become involved.Each Champion honors their outstanding employee volunteers monthly and recognizes them with a Jefferson Award. One outstanding volunteer is selected to represent each organization at the Jefferson Awards National Ceremonies. Corporations have reported that by encouraging employees to be involved in the community, they create a more positive work environment. This helps in both recruiting and retaining employees. The same is true at colleges, universities and local governments.</p>

<p style="text-align:justify;"><span style="font-size:11pt;font-family:Helvetica, sans-serif;color:#000000;">In his 22 years as a bus operator, Jefrick Dean has driven every bus route out of the East New York Depot in Brooklyn. On his current route, Dean drives from the depot to downtown Brooklyn and back to the depot eight times a day. He works from 6:30 am to 10:30 am, has a two-hour break, and then works again from 12:30 pm to 4:30 pm. Dean welcomes each passenger who gets on by saying, "Take your time. Welcome aboard," and he has gone so far as to learn to say this in Spanish, Arabic, Hebrew, Haitian Creole and Swahili. He also strives every day to make sure that everyone exits his bus in a better mood than when they entered, and most do. </span></p>

<p style="text-align:justify;"><span style="font-size:11pt;font-family:Helvetica, sans-serif;color:#000000;">Bus riders occasionally write or call the NYC Transit Authority to praise a bus operator they view as exemplary. Given the City's bus fleet of 6,000 vehicles that transport an average of 2.7 million riders each week, these "unsolicited commendations" are surprisingly rare. Very few bus operators have accumulated more than a dozen in their careers. Dean has received 132, consistently praised by riders as being, in their words, "extremely special… most extraordinary… compassionate… exemplifies untiring patience … a most shining personality." Dean is the very definition of a civil servant.</span></p>

<p style="text-align:justify;"><span style="font-size:11pt;font-family:Helvetica, sans-serif;color:#000000;">Dean became an ordained minister six years ago and has been one of 76 volunteer chaplains serving under Rabbi Harry Berkowitz, the chaplain for the NYC Transit Authority. Rabbi Berkowitz notes, "All of my volunteers are wonderful, but Dean is truly one of the outstanding ones." In 2008, after bus driver Edwin Thomas was murdered by an angry passenger, Dean was "the rock that everybody relied on to get through the grieving."</span></p>

<p>- Christopher Reeve (1952-2004) well known actor (Superman)<br /> <br />Although many public servants work in environments that challenge even the most optimistic, creative, and industrious personalities, they are most often highly motivated by a calling to contribute to improving the lives of their fellow citizens and by a compelling desire to address social problems. While some individuals, drawn to public service become promoted to positions of great responsibility such as the United States President and Supreme Court Justices, many, many more serve in relative anonymity. Some of these are quiet heroes and innovators who deserve to be recognized for their service to the public.</p>
In this collection we celebrate quiet heroes and innovators, some of whom have been memorialized with national monuments as in the case of Mary McLeod Bethune, an educator and activist who made significant contributions to the rights of African Americans, and was recognized with national awards for public service. The American Society for Public Administration (ASPA) along with the National Academy of Public Administration (NAPA) established the National Public Service Award to honor individual public servants who are deemed as formidable examples of public service based on their careers and accomplishment. Winners of this award are celebrated for their willingness to take risks to achieve change, for making a profound difference to improve public service, for achieving savings in government operations, developing a cadre of government leaders, and for contributing to the communities in which they live. Indeed, many of these can be regarded as quiet heroes and innovators in the public sector.

Sarah Carroll is responsible for overseeing the nearly 10,000 applications submitted annually to the City's Landmarks Preservation Commission. Some are to grant a New York City building landmark status; others to modify, upgrade or alter an existing landmark; others to approve landmark-related projects. Carroll is praised by colleagues and applicants alike for her keen ability to help architects, developers, contractors and property owners navigate the complicated rules and regulations that govern New York City landmarks. Although applications to the Commission are often contentious, Carroll's unusual and admirable calm, sensitivity and impartiality have made her a singularly effective negotiator, helping broker compromises to which all sides can agree. Says one New York City architect, "Sarah's one of the most respected members of the preservation community. In an environment in which preservationists are pitted against developers in often heated opposition, she is uniquely gifted in being able to find middle ground solutions." Carroll says, "It is very important for the regulatory experience to be positive."
Landmark Preservation Commissioners rely on Carroll's advice. She has gained the Commissioners' respect and confidence through her strategic thinking, her scholarly knowledge of preservation and landmarks law and her ability to convey the intent of the client. Says Commission Chairman Robert Tierney, "In my many years in government, I have never worked with a more talented, committed and effective public servant than Sarah Carroll."
